Thanks. After an enlightening chat with a fellow DD, it appeared that /etc/apache/sites-available/puppetmaster{,.conf} is not a conffile (a file in /etc/ shipped by the package), but a configuration file (just a file in /etc. It is created by the package .postinst script, but that's beside the point in this case). The use of dpkg-maintscript-helper will be rolled back before the next version of puppet in unstable, as it only works on conffiles.
