I've been trying to build a Wheezy backport of Jenkins, and I almost succeeded, until it went down to build Jenkins itself. Jenkins Build-Depends: on libjenkins-plugin-parent-java, but this package is in fact one of the binaries made by the jenkins source package. The same way, jenkins-instance-identity and jenkins-ssh-cli-auth both build-depends on libjenkins-plugin-parent-java, but jenkins build-depends on jenkins-instance-identity and jenkins-ssh-cli-auth. Because of the above, it is impossible to bootstrap Jenkins from scratch.
