populates the debconf database with values for xserver-xfree86.

most notable is the question:

xserver-xfree86/config/device/driver

dexconf (from xserver-common 6.8.2.dfsg.1-7) looks for questions in the
xserver-xfree86 or xserver-xorg namespace based on the value of
"shared/default-x-server", so xdebconfigurator is unable to be used with
dexconf to configure xserver-xorg.
