I don't think it's quite so bad as it seems, in terms of removal. Taking out qpid-python and related packages just leaves nova as a build-dependent. According to openstack upstream [1] qpid is not the default messaging backend, and that is also true in the default nova configuration file. So I presume nova b-d on qpid-python so it can be an optional backend.
