+pkg-mozext

This bug more correctly belongs to mozilla-devscripts as we use that package to 
generate dependencies. But I disagree that it's a bug at all. IIRC, your 
suggested behaviour was previously the default and we shifted away from it, 
because it means

- safe-upgrade won't be able to automatically upgrade your browser.
- more importantly, the extension still works for icedove; we want the user to 
be able to install both the latest icedove and iceweasel, AND this extension 
should be installable (and it should be enabled for icedove and disabled for 
iceweasel)

I intend to close this bug unless other arguments can be made to counter the 
above.
