No, LocalSettings.php is the place this *must* go (which is also the reason e.g. I didn’t notice it earlier, as the FusionForge LocalSettings contain this inclusion) because it doesn’t use the require_once statement. Adding it *also* in some other place would include it twice, which *will* break existing installations, both these where it’s part of the admin’s setup and these where it’s part of the code (such as fusionforge-plugin-mediawiki).
