as you've tagged this bug moreinfo:

In unstable you've added the one second sleep "fix" to the init script
again instead of using the return values of start-stop-daemon properly.
As discussed on #683299 a sleep 1 does not make sense at all, either it
is properly implemented and works as expected, then you don't need a
sleep 1, or its buggy, then sleep 1 might work or not, depending on the
system load and other fun.

Please fix this as suggested in my NMU.
