ccrypt's install script and ccrypt fails to install.
emacs23 is successfully installed (after removed; it could not install with
ccrypt installed due to this same error).

Emacs add-on packages have the right to assume that the site-start.d for
the Emacs flavor in question exists, since it is shipped in the flavor's
-common package. If that is not the case (see #701944), it is
unsurprising that installation fails.
