I have been attempting to reach the original author at UCAR,
Steve Emmerson without response. I will try to reach other
people at UCAR to confirm that the COPYRIGHT license they placed at the
top-level directory overrides this, and the "Not for direct resale" line
can be removed.

For src/fontdb/hfgks.c, the "Copyright FORD MOTOR COMPANY"
It appears this code is not required, and can be simply removed to make
it dfsg-compliant. I am preparing a patch to do this.
