I see #699218 is just a duplicate of #656508; if this were about a missing Build-Conflicts I don't think it would qualify as Severity: serious? There is definitely no problem on the buildds with a clean sid chroot. This would also mean it is too late or unnecessary to fix this via t-p-u. (Though actually, the better way to fix it would be to fix the existing DEB_BUILD_OPTIONS='nocheck' in debian/rules to work properly - or to fix the testsuite itself (and add Build-Depends: dejagnu) - but this is even less realistic to do via t-p-u).
