That's the key question -- how did you end up with a symlink there? /etc/emacs23 is owned by emacs23-common, where it's just a common file: $ dpkg --contents emacs23-common_23.4+1-4_all.deb | grep etc/emacs23 drwxr-xr-x root/root 0 2012-09-08 15:38 ./etc/emacs23/ drwxr-xr-x root/root 0 2012-09-08 15:38 ./etc/emacs23/site-start.d/ If you think you did make it a symlink, then "don't do that". If not, we'll need to investigate further.
