Justification: fails to build from source (but built successfully in the past)

This package cannot be built from source with just unstable enabled, 
pkg-php-tools 1.0 is in experimental only AFAICT.  I also didn't see 
pkg-php-tools in NEW, I apologize if I overlooked something.
