GNOME shell or fallback?

fwiw, I cannot reproduce the problem.
Since you filed the bug against network-manager-gnome, I assume you are
using the fallback mode.
Can you check ~/.xsession-errors for relevant messages.
Do you get any error messages if you kill nm-applet and start it from a
shell?

Is this problem reproducible with a fresh user account?
What's the content of /etc/network/interfaces and the output of ifconfig
-a / nm-tool?
