Daniel, First, I thank you for catching this. The package built properly in my pbuilder environment, which I can only assume is due to the fact that this specific problem is indeed based on a requiremnt of the xpath implementation I was using to retrieve the DTD from the network.
I've created a new package that uses a different program to obtain the xpath functionality, and placed the package at: http://debian.frogcircus.org/packages/ Unfortunately, I am not able to personally verify that this will build without attempting to contact the network, as the only machine that I currently have local access to hangs the local filesystem when I disconnect from the network.
