I do not consider this release critical, but wishlist. Specifying
Ubuntu versions is common practice in packages that are merged with
Ubuntu, in order to reduce differences (it's not a bug; but a
feature). And that's totally OK as long as a larger version exists
in Ubuntu. Downgrading to wishlist.

On the other hand, we do not need this recommends anymore it seems,
as the requested libpam-modules is in stable, and we can thus drop
it in jessie.
