I know that a touch /etc/php5/mods-available/memcache.ini fixes the
problem, but that's not the point:
The prerm and postrm script should not fail if the file is missing.

It recover from this situation. I see removing a config file as a
a user modification and the policy requires to "preserve user
modifcations"

Disagree, because it is not php5 which fails to upgrade/deinstall.
Can you show me an example where aenmod fails
