because the prerm unconditionally deletes that conffile, so it also gets lost on plain upgrades - or even a reinstallation. and while we are at mishandling conffiles: /etc/default/pdnsd is also shipped as a conffile but modified by maintainer scripts (using a debconf answer ...)
