So this should be either iputils-ping [linux-any], inetutils-ping [!linux-any] or just inetutils-ping (which exists on all linux architecturs plus kfreebsd plus hurd) And the even simpler solution would be to drop the build dependency on iputils-ping, at least in my amd64/sid cowbuilder chroot the package builds fine without it.
