Yes, but IME not for this type of fix. It has seen these changelogs entries before when these versions were uploaded, so -v is not needed. The new upload is required so that it doesn't think the bugs were fixed on "other branches". I think it tracks branches by the current changelog of each known branch tip (stable, unstable...). -- "One disk to rule them all, One disk to find them.
