My advice: /etc/default/rcS is managed by ucf from initscripts, so if should be updated by this package. To document the obsolescence of the setting of UTC in /etc/default/rcS in the package util-linux, the best would probably be to use NEWS.

By the way, it would be good to have a manpage for /etc/adjtime, or at least comments in it, because it is not understandable as it is.
