Here some further information found by intrigeri:

[08:01] < intrigeri> Yes, but it's now useless with Net-Server 2.00x.
[08:01] < intrigeri> So, here are my results (and then I'll stop for today):
[08:01] < intrigeri> calling start_server with              host        =>
'127.0.0.1',
[08:01] < intrigeri>              ipv         => 4,
[08:02] < intrigeri> => the server listens on ipv4 only, port 9000, so far so
good => Net-Server does its job.
[08:02] < intrigeri> but calling $client =
RPC::XML::Client->new("http://127.0.0.1:$port";);
[08:02] < intrigeri> triggers the test failure.
[08:03] < intrigeri> So, looks like the good ol' quick band-aid does not work
anymore, really.
[08:03] < ol> good me?
[08:04] < intrigeri> ah. well, I don't know if you work :)
[08:06] < intrigeri> no idea why RPC::XML::Client->new + ->simple_request don't
return what they should. Probably the server side is not doing it's job
                     properly at some level.
[08:07] < intrigeri> I think the right place to look is
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=666651#22, but looking there
does not help me.
