I'm not sure exactly why since this has little to do with the package (k3b doesn't have any release-critical bugs). My guess is that it depends on other packages which currently have problems getting into testing. Because k3b-i18n doesn't have any dependencies, it has no problem migrating from unstable to testing. I undertstand that this is a pretty annoying situation for testing users and I will monitor the situation to make sure that K3b eventually gets into testing. Thanks for letting us know about it.
