I'm not sure how you've managed to get apt reporting that size, but the i386 and amd64 Packages files on ftp-master both say 2317708, i.e. the same size as the .deb. Checking one of my local amd64 sid machines also shows that size, as does a manual download of the amd64 and i386 Packages files from ike.egr.
