It's most likely due to the fact that the HOME setting didn't stick,
though I have run into cases of code that bypasses HOME and consults the
passwd database directly. :-/

I believe the official autobuilders all use sbuild; that said, it should
also be possible to reproduce the problem elsewhere by adjusting your
baseline filesystem or environment suitably.
