Heartbeat starts and then thrashes with "Message hist queue is filling
up". Searching around for this error renders little information other
than this version might be incredibly buggy. Set as critical because it
will almost instantly go to 100% LA at boot and thrash the log system,
which can naturaly fill /var and cause impending doom.

The version 2 is not shipped in Debian anymore, a version 3 is available
for years, furthermore this bug was tagged unreproducible almost 3 years
ago and no more information have been provided, thus closing.

Feel free to reopen it and reassign it to heartbeat with more
information if you can reproduce the issue.
