Could it be a problem with the libpcsclite-dev on the build system.
I don't know how the build system works. On my system it builds well.

I just tried, and could reproduce the failure (see attachment). Could
you post a diff between your build log (inside sbuild or pbuilder) and
mine?

The build should fail if you use libpcsclite-dev version 1.8.3-1 or above. This version is in unstable since Fri, 30 Mar 2012.

The build failure error message is very misleading.
