All versions currently in the archive (3.01-2, 3.05-1, 3.08-1) miss
source and are linked against a non-free library according to the
copyright information. That should make the packages not even
distributable by Debian.
Source code for upx itself seems to be available at the upstream
homepage (http://upx.sourceforge.net/, lower left has a link).
