Package: libpcre3

Hi,

Upstream's 8.30 release dropped the pcre_info symbol, as mentioned in
the changelog and http://upstream-tracker.org/versions/pcre.html ; they
even bumped SONAME to account for this.  The Debian package, otoh, is
still libpcre3 but will now be binary incompatible with a bunch of the
reverse-dependencies in the archive.  From #debian-release earlier this
evening:

A transition to libpcre4 would, to be frank, be somewhat of a pain at
this point in the release cycle.  We're already binary incompatible with
upstream and other distros due to our local SONAME, so re-introducing
pcre_info as a Debian-specific patch wouldn't really break much, other
than not breaking r-deps.
