Samuel, I have tried your suggestions . They have not improved matters at for nsgmls and have broken w3c-markup-validator. Still I feel a lot more comfortable trying to work out why something is broken than follow the Debian SGML/XML policy. So there is progress.
Still there is something bigger I do not really understand. All w3c-sgml-lib is trying to do is make the package of definitions from the W3c available in Debian. W3C is surely the key provider of this data. So why did I have to do it. And having done it why did it take so long for people to find these issues.
