So there's two issues here.

lenny's version of snmptrapfmt.postinst calls
  /etc/init.d/snmpd restart
which doesn't go through policy-rc.d.  This is fixed in 1.14 AFAICT.

And the second one is snmpd trying to remove its system user.  Which I
think is a bug, but not a RC one.
