Ah, I didn't hit on that idea.  IMO it is a reasonable workaround until
the new automake is packaged.  How about modifying the relevant part in
debian/patches/use_pkglibexec.patch as follows?

# older automake
ibuslibexecdir = $(pkglibexecdir)
ibuslibexec_SCRIPTS = \
    ibus-ui-gtk \
