Hi,

Could you have built a new source package that contains a
non-executable configure script?  The build log contains the following
messages:

 ./configure --build x86_64-linux-gnu --prefix=/usr 
--mandir=\${prefix}/share/man --infodir=\${prefix}/share/info CFLAGS="" 
LDFLAGS="-Wl,-z,defs"
 /bin/sh: 1: ./configure: Permission denied

I'd expect to see these if configure existed but was not executable,
but the Debian source package does not contain configure.  The
debian/rules file appears to create configure if it does not already
exist, but if one did exist, it wouldn't touch it.
