That's a great question, which I'm alas not in a position to answer; I don't run any autobuilders myself, just keep an eye out for packages that show up on amd64 but not i386 or vice versa. That said, I do recall hearing that some of them have been historically configured to present build environments with no network interfaces at all, so that may well be the explanation here.
