If you mean debian/files, that is a problem with the upstream tarball, which has a obsolete and bogus debian/ directory lying around: nighthawk~/debian/mine$ tar tzvf exult_1.2.orig.tar.gz | grep debian\/files -rw-r--r-- 1000/100 96 2002-03-13 15:40:51 exult-1.2/debian/files I am not sure I can do anyting about this, or did you mean anything else?
