Justification: renders package unusable

Hi!

The new release of python-qt4 (4.8.6) appears to be binary-incompatible
with the C python modules shipped with veusz:

requires version -1

A rebuild (and probably a tighter dependency on python-qt4) seems to fix
the problem.
