It shouldn't be too hard to move from /libexec, there's currently console-run getty rc @runsystem runsystem.gnu runttys getty could go into /sbin/getty (util-linux does not ship it), console-run and runttys probably, too. rc could go to /etc/hurd/rc, as well as runsystem?
