Package: openntpd
Version: 3.9p1+debian-8+b1

Justification: Policy 7.2

If netbase is not installed openntpd does not start, but fails with:
fatal: getservbyname: No such file or directory
This is caused by the file /etc/services not being available and can be fixed by
