Almost true.  We do have a consistent system for it, it's just that it's
pure VapourWare, and therefore is neither easy nor usable.  The manpage
for invoke-rc.d talks at some length about this thing called
policy-rc.d, which is designed for precisely this kind of problem.  Only
trouble is it doesn't exist. Crazy.

Maybe I'll create policy-rc.d before the year is done. The current
situation is truly astounding.
