The build dependency is actually there, but in Build-Depends-Indep (because it's only needed for the arch:all package), and I got bitten by #398625 and #452567 (I always use pbuilder to check my uploads). I'm working with my sponsor on the proper fix - either moving the dependency back to B-D or dropping the build target's dependency on build-indep.
