About the archive rebuild: The rebuild was done on about 50 AMD64 nodes
of the Grid'5000 platform, using a clean chroot.  Internet was not
accessible from the build systems.

This is a transient out of date build dependency on an arch.
AFAIK, that's never a good reason to file a bug report on a package
that build-depends on it.

AFAICS, haskell-hs3 has already been bin-NMUed to fix its
installability.

haskell-hs3 (0.5.6-1+b4) sid; urgency=low

  * Binary-only non-maintainer upload for i386; no source changes.
  * Dependency libghc-http-dev-4000.1.1-e9be8 not available any more
