Actually, forget the patch - your original suggestion of switching to unversioned tcl-dev and tk-dev is spot on - I hadn't made the connection that these packages include a /usr/lib/tclConfig.sh symlink, which I now realise is what you were getting at ;-) I've updated the git archive for the 2.28 release which I'm working towards, but if you have the chance, I'd appreciate it if you can confirm that this change fixes the issue (both the tcl and python aspects) for you.
