To be clear, I'm only speaking about the nyquist package.  I know from
the debian/copyright file and subsequent email confirmations from both
the nyquist and xlisp authors that the xlisp sources were re-licensed
specifically in order to be used by nyquist.  So we know that the
relicensing happend prior to its use by nyquist.  (I don't know the
specific date, however, which is why I said "not sure", above).
