Can you please send the output of the following commands (run as root or with sudo etc.) paperconf texconfig-sys pdftex paperconf sh -x /etc/libpaper.d/texlive-base > libpaper.lg 2>&1 (the last one results in no output and a file libpaper.lg, please attach it).
