The gcl binary package depends on "binutils-dev (>= 2.15-5),
binutils-dev (<= 2.15-999)", and as a result is now uninstallable in
unstable where binutils is at version 2.16.1-2.  This prevents binutils from
migrating to testing, which is needed before gcc-4.0 (and everything in the
C++ transition) can get in.  Please fix gcl so that it's compatible with the
current version of binutils.
