The cause of this FTBFS in redhat-cluster is pretty simple. The /usr/include/pils/plugin.h header attempts to include the ltdl.h header without the package declaring a dependency on it. Since the pils/plugin.h header is part of libpils2-dev, I think that's the package which should be defining the dependency on libltdl-dev.
