It seems libtool-2.4 has optimization to selected SHELL (bash?), but FreeWnn expect /bin/sh as SHELL (described in makerule.mk.in). So '$(SHELL) $(top_builddir)/libtool' (replaced value for LIBTOOL) fails with such error (as long as your /bin/sh is not shell that accept '+=' notation).
