I think the patch you provided is wrong since there is no guarantee that en_US.UTF-8 is installed. We also still don't have a C.UTF-8 locale. In any case I think it's wrong for any application to not accept a filename in whatever encoding the filename is stored in, unrelated to whatever the current locale is set to.
