Coin,
As is, the enforcer refuses to run because the database has not the
right schema, and this whole infrastruture is unusuable, thus the
severity of this bug.
This package should provide the MIGRATION file with migration
instruction from 1.1.x to 1.2.0.
opendnssec-enforcer-* should also provide the corresponding upstream
scripts enforcer/utils/migrate_keyshare_*.pl in the source.
Please note the sqlite3 script has a bug. I provided a fix upstream
here: http://trac.opendnssec.org/ticket/216
