That's why I wrote "FTBFS if pkg-config is installed in the build
chroot".
If you look at the build dependencies for coinor-ipopt, pkg-config is
not listed there.
If this is intentional that the package cannot be built with pkg-config
installed, please add it to Build-Conflicts. This is exactly what this
field is for.
That seems to indicate that this is a problem with the chroot on the
mipsel build host not being clean.
No, sorry, you should not rely on build chroot being minimal.
