phpldapadmin depends on apache2 | httpd and on libapache2-mod-php5 . This will pull in apache2 even if you want to use another httpd with php5-cli. This violates policy 7.2 imo "This declares an absolute dependency. A package will not be configured unless all of the packages listed in its Depends field have been correctly configured" Please change the dependence from libapache2-mod-php5 to libapache2-mod-php5 | php5-cli.
